Smart Schools Bond Act (SSBA)

The Smart Schools Bond Act was passed in the 2014-15 enacted budget and approved by the voters in a statewide referendum held during the New York State 2014 General Election on Tuesday, November 4, 2014. The Smart Schools Bond Act (SSBA) authorized the issuance of $2 billion of general obligation bonds to finance improvements in educational technology, infrastructure, and security. The Fredonia Central School District has been allocated $1,104,592 for this purpose. This will be paid to the District by New York State as reimbursement for expenses incurred under the plan.

Smart Schools Investment Plan Application #1

Smart Schools Investment Plan Application #1 will focus on increasing security on the Fredonia Central School Main Campus. The Smart Schools Investment Plan Application #2 will focus on classroom technology.

Smart Schools Investment Plan Committee

Pursuant to the requirements for the Smart Schools Bond Act, the planning process for developing and submitting a Smart Schools Investment Plan to the State Education Department must include consultation with parents, teachers, students, and community members. The Fredonia Central School Capital Project Committee began meeting in October 2016, to develop plans for the upcoming capital building project and to review the Smart Schools Bond Act and the required parameters of the Smart Schools Investment Plan. The Capital Project Committee identified district instructional technology strengths and needs and created the initial Smart Schools Investment Plan.

Smart Schools Investment Plan Timeline

April 10, 2018 – Preliminary Smart Schools Investment Plan presented to the Fredonia Board of Education

June 12, 2018 – Public hearing to approve Preliminary Smart Schools Investment Plan at the Fredonia Board of Education regular meeting

June 26, 2018 – Final Smart Schools Investment Plan approved by the Fredonia Board of Education.

Preliminary Smart Bond Investment Plan

The Fredonia Central School District’s Smart Bond Investment Plan will focus on the enhancement of the security on the district’s Main Campus. This will include the addition of IP cameras on the inside and the outside of the Main Campus building. (See attached maps for specific camera locations.)

Annual Sustainability

The projected annual cost of sustaining a replacement plan for the hardware purchased in the Fredonia Central School District Smart Schools Investment Plan is $3,000. This annual budgeted amount would cover the cost of replacing up to four Cisco Meraki Network surveillance cameras a year.
